Group users and usage in the moderator administration page; retain personal profile management and show personal usage. Allow moderators to read the corresponding API lists while preserving administrator-only mutations. Restore navigation pages after Android activity recreation. - BlogsPage switches to a two-column layout when width >= height
(post on the left, search/commands/list on the right), with a
compact navigation bar; layout update deferred on the UI thread to
avoid "Visual was invalidated during the render pass".
- Explicit DataContext on CommandBar items so overflowed buttons keep
their bindings.
- Preliminary CameraStreamer service (DirectShowLib / V4L2 via LibVLC).

DeleteUserDirOrFile (and DeleteUserFile) read FileInfo.Length AFTER
fi.Delete(), and FileInfo.Length throws FileNotFoundException once
the file is gone. The controller's catch turned that into a 400, so
the user saw "le fichier n'existe pas sur le serveur" while the delete
had in fact succeeded. Capture the length before deleting.
Adds FileSystemApiTests.Delete_fs_removes_the_file_and_returns_200
(asserts 200 + file gone from disk). 8/8 FileSystemApiTests pass.
