feat(calls): add consent-based signaling to existing ChatHub

Browse source 
Wire shared PostIt call signaling, account-derived relay policy and temporary TURN credentials. Keep calls disabled pending native Android/Linux media integration. Document experimental Android crash and laboratory removal.
